Israel and Lebanon sign U.S.-brokered framework tying withdrawal to Hezbollah disarmament

After a fifth round of talks at the State Department, Israel and Lebanon signed a framework under which Israel's military would 'progressively redeploy out of the Lebanese territory' once non-state groups such as Hezbollah are disarmed; Secretary of State Marco Rubio said it set 'a clear and structured process to restore Lebanon's sovereignty'. Hezbollah was not a party, and its MP Hassan Fadlallah rejected it.
Why it matters
It set the order Israel had demanded, disarmament before withdrawal, which Hezbollah leader Naim Qassem called 'a surrender of sovereignty' the next day.
