IMO chief says safe passage through Hormuz 'cannot be considered to exist'

IMO Secretary-General Arsenio Dominguez said he was increasingly concerned that ships kept trying to transit the Strait of Hormuz without credible security guarantees, that 'safe passage cannot be considered to exist', and that no commercial consideration justified exposing seafarers to such danger. The same day U.S. Energy Secretary Chris Wright said ship traffic through the strait was rising 'very meaningfully'.
Why it matters
The warning put responsibility on shipowners and masters as the U.S. encouraged transits, and a tanker off Oman was struck the next day.
