The New York Times reported, citing Iranian and Iraqi officials, that Iran turned down a U.S. ceasefire proposal delivered by Iraqi Prime Minister Ali al-Zaidi during his July 23 visit to Tehran, because it did not settle control of the Strait of Hormuz. Iraq's prime minister's office called the report 'completely baseless,' and Iranian authorities did not confirm it.
